Which billing system serves the property
Outside Clearbrook Waterworks, the city bills water and sewer for two-month periods. Bills are mailed at the end of the following month. Sewer is based on 90% of metered water volume or 100% of separately metered sewer volume.
Clearbrook Waterworks customers receive quarterly city sewer bills because Clearbrook handles their water service. Where no meter is connected, a flat fee can apply. Ask 604-864-5511 or use the city webmap’s Water Utilities layer to identify the district.

Moving, sale and rental accounts
Do not ask to turn off water and sewer when selling or moving: the city says services remain on. Ownership information comes throughBC Land Titles. Change bank payees/account numbers, change or cancel auto-debit, and return bills no longer your responsibility.
A lawyer, notary or landlord can request a final bill, with a stated $25 service fee. Rental utility bills are sent to registered owners. If the lease requires the tenant to pay, the landlord should forward the bill; the city utility number remains attached to the property.

Large bills and transfers to taxes
Consumption and user rates can both change a bill. Lawn watering, washing, pools, household guests and leaks are listed reasons for higher consumption. Meter-system replacement can also lead to unusual readings; send billing questions to wateruse@abbotsford.ca.
Unpaid due utility charges are transferred to the property’s tax arrears on December 31. After transfer, pay the tax payee with the 10-digit folio, not the 6-digit utility number. The applicable tax-arrears interest process then applies.
